Hashmat Seyar Amarkhail

Hashmat Seyar Amarkhail has more than 18 years of experience in the financial sector, development projects and Islamic finance. His work spans programs for women’s empowerment, stimulating economic development and organizing civil society forums. He has successfully led projects funded by USAID, the EU and other donors.

He currently serves as President and CEO of Afghan Rural Finance Company (ARFC), where he leads the delivery of financial services to small and medium-sized businesses and the agricultural sector.

He holds two academic degrees and numerous certificates in Islamic finance, digital finance and accounting. He speaks English, Turkish, Hindi and Persian.

Baktygul Zheenbaeva

Ms. Zheenbaeva has more than 38 years of experience in finance, banking, policy development, consulting, program management, project implementation and operations in Kyrgyzstan, as well as a successful track record in Tajikistan and Kazakhstan.

The projects and programs she has implemented focused mainly on rural finance, agriculture and rural development, as well as sustainable development, including governance and policy support for decision-makers, regional development and the integration of risk reduction measures.

She has worked for the Government of the Kyrgyz Republic and the National Bank of the Kyrgyz Republic, as well as on projects of international financial institutions, including the World Bank, KfW and the Asian Development Bank. She has conducted research, data processing and program implementation assessments in Kyrgyzstan, working in coordination with government and private organizations, NGOs, international development agencies and independent experts.

Paul Newall

Paul Newall is Senior Technical Director for Partnerships and Investment at ACDI/VOCA. In this role, he designs and leads projects that stimulate investment and expand access to finance.

For more than 10 years, he has been developing innovative financial solutions together with local partners, with a primary focus on digital financial services.

He holds a bachelor’s degree in International Relations from Michigan State University and a master’s degree in Middle East and Mediterranean Studies from King’s College London. He also holds certificates from the fintech program at Saïd Business School, University of Oxford, and from IDEO’s Human Centered Design course.
